Dog food is expensive so only those who are having enough money can keep dogs, especially large dogs of expensive breeds.
Yet these dog owners show a complete lack of civic sense when they take their dogs for a walk. Yesterday a small girl less than 10 years old was handling a large black dog, and she could not control the dog at all. Another young woman was with her, yet the small girl was handling the dog. The dog was chasing pedestrians who had to remain alert to avoid the dog.
It is time that dog owners are penalized if their dog attacks or chases harmless citizens in public places causing great stress and increasing the blood pressure levels.
